What is Microenterprise Home Kitchen Operation (MEHKO)?

name

The MEHKO law establishes a new type of retail food facility, like a mini restaurant, that a resident operates in a private home where food is stored, handled, and prepared that may be served to customers. Food must be prepared on the day of service and can be eaten onsite or delivered to the customer by the operator. The County’s Department of Environmental Health and Quality (DEHQ) is the local enforcement agency responsible for issuing MEHKO permits.

Why get a MEHKO permit?

Obtaining a MEHKO permit offers several advantages for California’s aspiring food entrepreneurs and home cooks. Here are some key benefits:

#
Formalization and Legitimacy:

Legality: A MEHKO permit legalizes the sale of homemade food to the public, which otherwise might be illegal due to public health regulations, removing the risk of fines or shutdowns.

Formal Economy Entry: You gain access to the formal economy, opening doors to business bank accounts, loans, and potential partnerships with commercial establishments.

#
Business Growth and Expansion:

Increased Sales Potential: You can advertise and promote your business on various platforms like Hungry Hop.

Test Your Market: A MEHKO provides an opportunity to test and refine recipes, build a brand, and develop a customer base with relatively low risk.  It can be an incubator for new food concepts before scaling up to a full-size restaurant or food establishment.

Limited Competition: Since MEHKOs are relatively new and unavailable in all areas, there may be less competition compared to traditional food businesses.

#
Accessibility and Affordability:

Lower Barrier to Entry: Starting a traditional restaurant or food business requires significant capital investment for commercial space, equipment, and permits.  MEHKOs offer a more affordable and accessible path into the food industry.

Simplified Process: The permitting process is streamlined, with fewer regulations and reduced fees than commercial kitchens.

#
Additional Advantages:

Flexibility: MEHKO operators have complete control over every aspect of their business, from setting the time of operation to sourcing ingredients and interacting with customers, allowing for balance between business and personal life.

Public Safety and Liability: By obtaining a permit, MEHKO operators receive guidance on food safety and handling, helping to ensure the health and safety of customers.  This can enhance the reputation and trustworthiness of the home-based business.

Creativity and Innovation: You can experiment with unique culinary concepts and cater to specialized niches.

Environmental Impact: Operating from home may reduce the environmental footprint associated with running a food business, such as lower energy consumption compared to a commercial kitchen and the potential for reduced food waste.
